Run the final export through qc_run_local_file.

Report BLOCK and WATCH items with timecodes, severity, and check ids.

Fix only reachable spans

Captions, metadata, prompts, and source files may be fixable. Bad renders may need a human or rerender.

Rerun before claiming done

Claude Code should not call a media asset upload-ready until UploadCheck has rerun after fixes.
